Beginning with the formation of a Corporation in the early 1870’s, the newly formed Corporate American Government began using Birth Certificates and Banking Bonds to back the funding of their newly formed Corporation as well as fund all of their Projects and Programs as directed from their enclave in Washington D.C.
They put the cost of their daily operations as well as every single other expense they incurred upon the backs of the common people (through FRAUD) and forced honest and decent Americans (through DECEPTION) to pay income taxes, property taxes, penalties and fees, and many other such arbitrary costs so that these honest and decent people could hardly afford to live their lives in a normal way.
More recently, they have used the MILLER ACT and the PRISON SYSTEM to gain access to the Birth Certificate Bonds of each human being and transform them into something known as PENAL BONDS which are then used to fund almost everything done in America on a State, County, and City level.

The Prisons “charge” a man or woman’s BIRTH CERTIFICATE BOND up to 2 million dollars per felony charge, 2 hundred thousand for each misdemeanor, and 20 thousand per infraction of Code.
This makes it extremely profitable for the courts to arrest people here in America and put them in jail even if they barely did anything wrong.
These arrests have nothing to do with JUSTICE, but instead have everything to do with making tons of MONEY for the county and for the cities of America by gaining access to many human beings Birth Certificate Bonds so that a huge amount of money can be STOLEN from it.

These humans that they traded and handed over to other beings had no choice in the matter!
Without consulting any of us in America and without our knowledge of the Treaty or our consent given to them in any way – the people running the U.S. Corporate Government and the U.S. Military signed a SECRET TREATY that allowed for human abductions – human experimentation – and even the loss of human life just to get their hands on “advanced alien technology”.

Furthermore – once they were given access to human beings here on the Earth by Treaty (and because they had access to Time-Travel Technologies) – and also because it was not specifically forbidden inside the language of the Treaty to only take human beings from the current TIME in history that we are all living in – these beings began Time Travel in order to take humans from many other times in EARTHS HISTORY as well.
The type and kind of experiments that were being done on human beings in underground labs at Dulce and in several other places on Earth (as a result of this treaty) were literally on the level of – DEMONIC – and can only be compared to the story of the ISLAND OF DR. MOREAU.

The concepts mentioned in the Dulce Papers sounds far fetched. Could you provide information that the average “surface world” reader could understand about similar things?
A – The doctors and scientists on the SURFACE world may say that, but underground, away from the prying eyes of ethics boards, they DO GROW TRANS-GENUS BEINGS!
There is a lot of written material available at libraries. One of the best sources is an easy to read book published back in 1969, by Prentice-Hall International, with the title of “THE SECOND GENESIS, THE COMING CONTROL OF LIFE” …by Albert Rosenfelt.
In this book, they discuss “animals that may be especially bred to supply genetically reliable organs for people.” – and “…the use of fetal or embryonic material from which adult sized organs and tissues may be grown…” Also he discusses the fact that embryonic tissue has no immunological activity, therefore it cannot provoke the defense mechanism in the recipient.
IT WILL JOIN THE BODY NOT AS A FOREIGN ANTIGEN, BUT AS A NATURAL PROTEIN.
He further discusses solitary generation, commonly called virgin birth, but also known as parthenogenesis. With one “virgin birth” in 1.6 million births average ON THE SURFACE of the world, in Dulce that rate is reversed. Occasionally, a “normally born” human infant is born in the hospital wards on the Seventh Level. Parthenogenesis is the method used to grow type two beings.
The now common transsexual surgery on the surface world, began at the Dulce Base.
